Play with the float level, it is possible that
1. its too high
2. the carb is designed for a larger engine/ one that requires a richer mixture, for example if the carb came off an engine that came factory equipped with an EGR it will be jetted richer then an engine that did not come factory equipped with an EGR
The float level has the largest effect on overall fueling. not just idle mixture.
Well, with most carbs that is, if we are dealing with SUs...the idle setting is the base line for overall fueling, but that is for another history lesson.
