Penetrating Oils Compared
Machinist's Workshop magazine actually tested penetrants for break out torque on rusted nuts. Significant results!
*They arranged a subjective test of all the popular penetrants with the control being the torque required to remove the nut from a "scientifically rusted" environment.*
*Penetrating oil ..... Average load*

Yep, they don't mix, you have to shake it up really well first. I think that was stated in the article, or in a followup to it. It mixes sort of like the salad dressing.
I've used this. It worked for me using ATF, easily at least as well as kroil, PB, or liquid wrench, subjectively better in my estimation.
The guy who wrote the original article, did some actual tests by making several steel test samples with a tight fitting pin in a hole. He rusted them with (I think) a salt spray, then applied the various mixtures to them and allowed them to sit. He then pressed the pins out with a press that could measure the force applied. Not 100% rigorously scientific really, but way better than anything else I've read on the topic.
It is in the April-May 2007 Machinist Workshop.

I tried this, and it seemed to work pretty well, though I didn't approach it scientifically. It does require shaking. My problem was that the acetone evaporated so fast that it wasn't worth mixing much at a time. If you do make up some, you'll need to keep it in a bottle and decant it into the oil can when you need it.
I find that most of the time it's not worth the bother, and get the job done with something less volatile.
